This monthly publication in Chinese-language was reportedly started in May 1930 and included Tibetan-language articles. Once again, the Kuomintang initiated the project. Its title suggests the connection to the envisioned province “Xikang”, which would roughly correspond to the Tibetan region of Kham. The Kuomintang heavily propagated the planned province through mass media. We will encouter further “Xikang-newspapers”.
